{"id":711,"date":"2013-01-18T15:21:48","date_gmt":"2013-01-18T15:21:48","guid":{"rendered":"http:\/\/helpmeinvestigate.com\/health\/?p=711"},"modified":"2021-10-22T07:03:44","modified_gmt":"2021-10-22T07:03:44","slug":"money-now-given-to-councils-and-gps-being-regulated","status":"publish","type":"post","link":"http:\/\/helpmeinvestigate.com\/health\/2013\/01\/18\/money-now-given-to-councils-and-gps-being-regulated\/","title":{"rendered":"Money and power: two developments to follow this year"},"content":{"rendered":"<p>Two events that HMI Health followers should be aware of &#8211; one about money, and the other about power.\u00a0<!--more--><\/p>\n<h2>Public health budgets<\/h2>\n<p>The money is in\u00a0<strong>public health budgets<\/strong>,<strong>\u00a0<\/strong>which are being transferred from Primary Care Trusts (PCTs) within the NHS to <strong>local councils<\/strong>. They&#8217;re getting <a href=\"http:\/\/www.lgcplus.com\/opinion\/councils-must-rise-to-the-challenge-on-public-health\/5053642.article?blocktitle=We-say...&amp;contentID=2251\">more than was expected<\/a>, and the money is <a href=\"http:\/\/www.dh.gov.uk\/health\/2013\/01\/public-health-budgets\/\">supposed to be &#8216;ring-fenced&#8217;<\/a> (meaning it cannot be spent on anything else &#8211; important at a time when most local authority budgets are being slashed). The idea is that local councils are more accountable to local people &#8211; a claim that will need to be checked in time.<\/p>\n<p>The Department of Health has <a href=\"http:\/\/www.dh.gov.uk\/health\/2012\/06\/public-health-functions\/\">published guidance on the transition<\/a> which includes key stages, and <a href=\"http:\/\/www.dh.gov.uk\/health\/2012\/09\/ph-la-transition\/\">made money available to support<\/a>\u00a0that. Councils start spending that money in <strong>April<\/strong>.<\/p>\n<h2>Regulating GPs<\/h2>\n<p>The power is in <strong>new regulation of GPs<\/strong>, by the Care Quality Commission (<strong>CQC<\/strong>) which also begins in April. Many GPs are not happy about this, while others are concerned that the regulation will lack power.<\/p>\n<p>Pulse <a href=\"http:\/\/www.hse.gov.uk\/healthservices\/arrangements.htm\">reports<\/a>, for example, that:<\/p>\n<blockquote><p>&#8220;In a move to reassure GPs over registration, the CQC has also pledged that surgeries won&#8217;t be closed over not having disabled access and that supporting evidence won&#8217;t always be necessary to prove compliance with standards.&#8221;<\/p><\/blockquote>\n<p>In some cases this means that GPs who tell the regulator they are complying with regulations will be taken at face value:<\/p>\n<blockquote><p>&#8220;The regulator also said it would trust \u2018honest declarations&#8217; of compliance from practices, though it warns that such a declaration is legally binding, adding: \u2018Failure to declare possible non-compliance is a serious issue.'&#8221;<\/p><\/blockquote>\n<p>For an overview of the registration process, the CQC has produced <a href=\"http:\/\/www.cqc.org.uk\/sites\/default\/files\/media\/documents\/gp_overview_guide.pdf\">this document<\/a>.
