including some new players as well as old players with new responsibilities &#8211; a recent report\u00a0from\u00a0the <strong>National Quality Board<\/strong>&#8216;s (NQB)\u00a0is worth a look.<\/p>\n<p><a href=\"https:\/\/www.wp.dh.gov.uk\/publications\/files\/2013\/01\/Final-NQB-report-v4-160113.pdf\"><em>Quality in the Health System<\/em><\/a>\u00a0(PDF) was published to provide context to the establishment of <a href=\"http:\/\/www.hsj.co.uk\/news\/policy\/surveillance-groups-to-monitor-provider-quality\/5046099.article\"><strong>Quality Surveillance Groups<\/strong><\/a>, but alongside the guidance there&#8217;s lots of very useful context for those getting to grips with the new system.<!--more--><\/p>\n<p>The document outlines the role of the NQB (&#8220;leaders of the national system of commissioning, regulation and performance monitoring&#8221;) but also, from page 25, the roles and responsibilities of various actors in the health system.<\/p>\n<p>These provide a <strong>useful list of possible sources of information in any health-related investigation<\/strong>, and include providers, commissioners, regulators, and others:<\/p>\n<ul>\n<li><strong>Health and care professionals<\/strong> (&#8220;whether they work in a large acute hospital, a care home, in general practice or in providing community care, and whether they are employed by a public sector, private or not\u2010for\u2010profit organisation&#8221;)<\/li>\n<li><strong>Clinical leaders<\/strong> (&#8220;anyone who has a leadership role in respect of health and care professionals, such as the Medical and Nursing Directors, the consultant body, clinical managers, the matrons\/sisters at ward level or team leaders in care homes&#8221;)<\/li>\n<li><strong>Provider leaders<\/strong> (&#8220;partnerships, boards or their equivalents &#8230; including the executive and non\u2010executives in leadership roles&#8221;)<\/li>\n<li><strong>Governors<\/strong> (for NHS foundation trusts)<\/li>\n<li><strong>Clinical commissioning groups\u00a0<\/strong>(CCG)<\/li>\n<li><strong>Local authority commissioners<\/strong><\/li>\n<li><strong>NHS Commissioning Board <\/strong>(NHSCB)<\/li>\n<li><strong>Care Quality Commission<\/strong> (CQC) &#8211; the regulator of health and adult social care providers in England &#8211; and\u00a0<strong>Healthwatch<\/strong> (a series of local and national CQC committees)<\/li>\n<li><strong>Monitor<\/strong> &#8211; the &#8220;sector regulator&#8221; of healthcare from April 2013<\/li>\n<li><strong>Professional regulators<\/strong> (bodies such as the Nursing and Midwifery Council, the Health Professions Council, etc.)<\/li>\n<li><strong>NHS Trust Development Authority<\/strong> (NHS TDA) &#8211; responsible for &#8220;performance managing&#8221; NHS trusts<\/li>\n<li><strong>National Institute for Health and Care Excellence<\/strong> (NICE) &#8211; responsible for providing national guidance and standards on treatment, prevention and health promotion.<\/li>\n<li><strong>Public Health England<\/strong>\u00a0(PHE) &#8211; a new body providing &#8220;national expertise&#8221; to support local government<\/li>\n<li><strong>Health Education England<\/strong> (HEE) &#8211; &#8220;responsible for ensuring that the right numbers of health professionals are trained\u00a0\u2010 with the right skills and behaviours&#8221; and <strong>Local Education Training Boards<\/strong> (LETBs), which put that training into action<\/li>\n<li><strong>Health Service Ombudsman<\/strong> &#8211; which investigates complaints<\/li>\n<li><strong>Department of Health<\/strong> (DoH) &#8211;
