How can we put more pressure on computer & periperals manufacturers to cheaply repair (or recycle) out of warranty hardware?

I have a printer by a well known manufacturer, that has worked fine for about 3 years. Now a problem has occurred that needs fixing. I am left with the choice of an expensive repair or dumping the printer, which I’m sure could be easily repaired. Surely the responsibility for this lies with the manufacturer, who should either be able to repair this cheaply or accept it for recycling.
