According to the media, only 5000 people were expected to an event involving a free concert for JLS and Sugarbabes (amongst other artists)

What preparations were made by Birmingham City Council for this event, such as:

-Budgets (vs. Actual)
-Police Notification & preparation
-Security
-St.Johns and WM Ambulance Service
