How much 'covert surveillance' of individuals has been conducted by Midlands councils?

"Local councils were authorised to conduct nearly 5,000 "directed surveillance" missions in the year to the end of March," according to Sir Christopher Rose, the chief surveillance commissioner. How many of these were done by councils in the Midlands? Birmingham City Council, for example, had the most in 2008 - how did they react to that?
