Will the multi storey car park that was promised at Dudley's Russells Hall Hospital ever be built?

I was asked to begin this investigation by a volunteer at Russells Hall Hospital in Dudley. A few years ago the hospital was extended to include a maternity ward, and despite the huge increase in visitors and patients there is not enough parking. A multi storey car park was promised but nothing has happened. The volunteer who asked me to start this investigation does not have internet access, so she hasn’t been able to find out what is happening with the proposed car park.
